This survey is part of the NEVERMORE project [1], and it is conducted by IVL Swedish Environmental Research Institute. It is the first of two surveys, and it is important that the same participant takes part in both surveys (Delphi method). The purpose of the survey is to evaluate EU policies on climate mitigation and adaptation, and to make policy simulations more robust. The evaluation and simulation will be used in the development of EU policy recommendations.
